Nigerian Army clarifies CDS remarks on community role in terror fight

ABUJA, NIGERIA (NPA) — March 19, 2026 — The Nigerian Army has responded to criticisms in the media following a statement credited to the Chief of Defence Staff (CDS), Gen. Olufemi Oluyede, that communities in Borno and Yobe must take ownership of the fight against terrorism. Critics suggested the army was generalising everyone in the affected areas as complicit in terrorist activities.
In a press release on Thursday, signed by Major General Samaila Uba, Director of Defence Information, the Army described the criticisms as a misrepresentation of the CDS’s remarks. It stressed that at no time did the CDS indict or generalise that the people of Borno and Yobe are complicit in terrorism. Rather, he emphasised the critical role of community partnership, vigilance, and collective responsibility in addressing evolving security challenges. “The fight against terrorism is not the responsibility of the military alone. It is a collective duty. The people of Borno and Yobe must reject terrorism in all its forms and actively support security agencies with credible and timely information,” the CDS stated.
The Army clarified that the call for residents to “take ownership” of the fight against terrorism aligns with globally accepted counterinsurgency practices, which recognise that sustainable security requires close collaboration between security forces and local communities.
The statement cited instances where criminal elements exploited community structures to aid terrorist activities. In one example, wounded terrorists who had attacked troops were found within a town, implying some residents were complicit. The CDS reiterated that to end terrorism, all hands must be on deck. “Our people must resolve that this has to come to an end,” he noted. This, the Army stressed, was not a blanket accusation but a factual observation aimed at encouraging vigilance and support for security agencies.
The Defence Headquarters urged media organisations and content creators to exercise professionalism, verify facts, and avoid sensationalism or framing that could create unnecessary tension or erode public trust.
It expressed appreciation for the resilience, cooperation, and sacrifices of the people of Borno, Yobe, and all Nigerians in the collective fight against terrorism, while also acknowledging the important role of journalists. “Together we shall overcome the enemies of our nation,” the statement concluded.
